Unfortunately Age of Empires 3: Definitive Edition from the Microsoft Store and Xbox app is not compatible with official mods, only a few games in the game pass catalog support this function. Below is a screenshot of how to know when such a game is supported or not.

Game Pass games, bar a select few, do not have the capacity to enable mods or cheats.

You'd need to buy the game to enable them, though I'm not sure if the MS Store version allows mods or not

Edit: Doesn't seem as if the MS Store version allows it anyway. You'd be needing the Steam version by the looks of it

You will need the ultimate edition or download it with a Xbox Game Pass Ultimate subscription as stated in earlier replies.

If you don’t have the Ultimate Edition or a Xbox Game Pass Ultimate subscription, you will still be able to obtain both Halo: Reach characters through a pack in the store at a later stage. It is confirmed that it will be sold separately in the future.

If you purchased the digital version of Halo Wars 2 Ultimate Edition after the release, a code will not be sent out. Instead, you will be able to download the game directly through the Xbox Store on the account that digitally owns Halo Wars 2 Ultimate Edition
on your Xbox One console.

Try searching Halo Wars: Definitive Edition directly on the Xbox Store to download and let us know how it goes.

It appears on my xbox, Its on windows 10 i have the problem

halo wars 2 ultimate edition includes Halo wars DE. You should be able to find and download the game under ready to install on my games and apps on your xbox one!

On PC check the Halo app or the Download and install page on the store!

It says I already own the game but I get stuck in an endless cycle of "You already own this game" to "Available only as part of a bundle./Not sold seperately"

On my Xbox there is no option for Halo Wars Definitive Edition in the ready to install list.

On PC in the Halo app, the definitive edition is listed as "Buy Now".

I've double checked my order history and to make sure I got the Ultimate Edition and I did get to play Halo Wars 2 a few days early with that bundle.
