I have xbox live gold and can do everything but download games with gold

You can if you are in a qualifying region

First you need a payment option on file or a xbox 360 Without a payment option

And you have to live in an xbox live region and have the matching region

If you don't meet those qualifications you cannot download the content nor are you garenteed

I live in a proper region for Games With Gold, have everything i need to make purchases and I am unable to download the Tomb Raider game in the Games With Gold selection, the other two for the Xbox One I can but when I select "see price" for Tomb Raider it
says it is 19.99.

Meaning if you have gold because of home gold it doesn't apply to you as home gold is a xbox one feature only

For download X360 games on Xbox ONE from Games with Gold. You must have a credit card added to your MS account. Then you can download the game. If you still can't check your Xbox Live Gold membership. Check the status of your Xbox Live services. If everything

Question: do you still have active Xbox Live Gold subscription? I think you need one in order to download games you got in the past with the games for gold list. ( that's if you bought it *Free* and downloaded it.

No. You can download the game and cancel the installation. Then you will have your game in ready to install always. The thing is that if you do not have xbox live gold, you cant play them, just like in playstation.

And the Xbox One games that are free with gold can be downloaded during an entire month, while the xbox 360 only the half of a month.
