I have tried 2 of the 3 offline updates

Have you tried offline update with OSU 2 and OSU 3 files?

I have 2 controllers, 2 headset adapters, and 3 headsets. I have tried combinations of all.

I have also deleted and recovered my account, and done a factory restore.

I have tried a wired and wireless connection. All Xbox ports are forwarded.

I have not tried the offline update diagnostic tool. Will attempt this tonight. Any other suggestions? Appreciate your help!

I tried both offline updates OSUDT1 and 2, neither worked.

So I finally tried the unistall/reinstall offline and it worked... so far at least. I was only having this problem with Borderlands 3 and I tried everything else, so in a last ditch effort I did the following:

1.) Uninstall Borderlands 3 and all add-ons

2.) Restart Xbox.

3.) Sign out of xbox live

4.) Put disk in and reinstalled game and add-ons while completely offline

- It asked if I wanted to update before the install and I said no because I wanted to stay offline

- This will be done later

5.) Once the game and add-ons were completely installed I signed back into xbox live

6.) When I went to launch it asked me to update, this is when I did the update

7. ) Launched game

It takes a little bit to start up, but IT ACTUALLY STARTS UP NOW!!!

I've now played 3 separate times without getting the error message.

Hope this helps, nothing else helped me out and the first 2 times I tried reinstalling I did in online and updated right away.

My Xbox One S was unable to startup, so I tried to perform Offline System Update using USB drive.

But during offline update using USB, step 1 and step 2 went successful. But during step 3 (42%), it goes into continuous loop of restarting and updating from (34% - 42%) and restarts and try again. This is in continuous loop.

Please help what to do now.
