I understand you need assistance with your return request. If the return has already been processed, you may not be able to cancel it. I recommend reaching out to Microsoft Store Support to inquire about the possibility of canceling the return.

It may very well be a faulty controller. Have you considered returning it to the store you purchased it from for an exchange?

I did not activate the Microsoft warranty as it was out of warranty and I had to purchase the replacement controller that was sent to me. The controller is faulty and I want a refund of the replacement order and return the faulty controller sent to me

It's disgusting to be honest. If you return the entire console under the Sale of Goods Act 1979 (as I almost did with the Microsoft store I bought it from) they are 100% liable for the return postage costs as it is faulty.

Because with a controller repair you're not actually returning the item to the place you bought it from MS seem to be able to charge for the return costs.

It might be legal but it's utterly shocking, especially given the frequency of failures meaning you could be sending it back more than once.
