I have my eyeballs back!!!

Have been dealing with stuttering with my Fios TV using the pass-though in the xbox. Most noticeable watching football which is why I'm posting this. I have toggled the TV connection setting to Auto-Detect. I selected HDMI to force an input change and
then back to Auto and it seemed to fix all stuttering. 24Hz was enabled as well, i know my TV supports it. I think it has something to do when the HDMI connection gets interrupted and has a sync issue. My TV is a Vizio P70. Hope this works for someone
else. I was ready to rip the cable box out from the XB1.

problems with the patches not unlocking after meeting the requirements

Well i wanted the big eyeball patch for downloading the Call of Duty app(which i've done!),My eyeball patch is still locked though
