Exists the possibility that you're not using the correct Microsoft account.

When you set up your Laptop after purchasing it, which account did you use?

Did you create a new account?

If you already have a gamertag? Sign into the Xbox app with the same Microsoft account you use on your Xbox. That way, your game history, friends, achievements, and activity will be waiting for you in the Xbox app.

All you have to do is to make sure that the account sign in from the new laptop is the same with the account used with your old laptop.

Once we receive your answers to the questions above, we may suggest additional troubleshooting measures.

I play games on my laptop. Solitaire and Minesweeper to name a few.

XBL, Games for Windows Live and Zune all use the Gamer Tag feature. So if it isn't being used here it is possible it is being used on one of the other two services.
