Unfortunately once a console is banned, it cannot be unbanned.

once an xbox is banned thats it, they will never unban it, this is the pitfalls of buying a used console. support will not and cannot assist with this and the enforcement team are unreachable unless you have been banned and they still won't unban a console.

But in general when a console has been banned from Xbox Live it won't be unbanned, best option is to try and take the console back to where you bought the console.

If you have a profile that has been banned from Halo 4, or from xbox live, downloading the profile to another console will NOT unban it.
