To set your expectations properly, there is an important rule to remember that each PlayStation account can only be linked to one Microsoft account at a time. Open the in-game settings.
Here select your profile.
Under that, go to the ‘Clear Account Sign-in Data’.

"it is not on the console now" directly from your post

Since you removed it from the console you will not be able to redownload it to that console it will not allow you to sign into xbox live and will not allow you to redownload the profile onto any console that it is not on currently because that profile will
not be able to connect to xbox live services to redownload that profile.

but even when I try try to sign in on my friends Xbox it says 'Notice of enforcement action" when I click OK it just takes me back to home without signing me in.
