I have a problem with the parental control

On a Xbox 360 console, you can reset the parental controls by following these instructions here:

Just skip the first method (as you can't know the answer to the previous owner's security question), and go to https://account.microsoft.com/devices

Sign in with your adult Microsoft Account. You can NOT use your kid's Xbox Accounts.

If not already done so, register the Xbox 360 under your adult account.

Find the registered Xbox 360 console, and reset the passcode under "More Actions".

If it's a 360, I think you will have to reach out to support for an unlock code, since it's 2nd hand, and you won't have the device registered to your profile.

You don't specify which console you have, is it a 360?

I Believe if you format the hard drive and remove all accounts and reset to factory settings this would fix the issue. Since there isn't an account to attach the parental controls to therefore no parental controls .

But remember to save any and all data * passwords * on paper so you do not forget them .
