Hi. Have you tried to do a full reset of your console? You might need to make a brand new account, too.

For Windows 10 you need to make sure your location is set correctly in the system settings and you also need to make sure the Microsoft Store is selected for the right region.

To change the country for your account, follow the steps below:

1. Sign in to your
   Microsoft account.
2. Select Edit country/region.
3. Update the Country/region, State, ZIP code, and/or Time zone fields as applicable.
4. Select Save.

For the system settings:

• Select Start > Settings > Time & Language >
  Region.
• Under Country or region, select your new region. You can change it back any time.

For the Microsoft Store:

Go to Microsoft Store online. At the very bottom of any page, select your current language/region and then select a new one from the list. You can
switch back to your original language and region at any time.

When trying to make a purchase, it should ask you to update your billing information but you can always do that from the Payment & billing section of your online Microsoft Account.

Hello. Try to talk with xbox support to change your perfil region by your country perfil. I think that you have a two changes for year

That happened to me a while back I had to completely close the account and redo the whole thing all over again that was a long time ago when Xbox one first came out though pretty much it was in the middle of his life cycle
