Getting the Error Code 0x87DD000D Message when trying to access the Store itself on my Xbox One.

Error-code look-up says this error message is for opening licensed content. But this is not a Game or App I purchased, it is the Store App itself?

hello, i am trying to download the revolution dlc on to my xbox using a under age account but i do have a parent account set up so every time i go to in game store i click on on the dlc from multiplayer store then it tries to load the download pop up but
instade gives me this status code error 80072746
