You would need to file a complaint on them via the console in order for the enforcement team to investigate them. That is the only way to report them.

Xbox will ban a user whom files complaints for 8 hours. Especially unwarranted complaints. I would say that user has more to worry about then you.

They do do things about it. It takes time. I think there are like over 30 million xbox LIVE users. There is a lot to watch and as others have said, they probably get so many complaints a day. If it is a legit complaint of a cheater and not a rage complaint,
action will take place.

Anyway, Xbox support never process complaints about other users. Ever complaint they receive is disregarded. The only people who process complaints on users is the 'Xbox Live Policy Enforcement Team (XBLPET)'. You can only file complaint to the XBLPET by
using the feedback system on the Xbox console, no other way. Even when a complaint is made, the XBLPET will look for evidence of what is being accused, if none is found, no action will be taken.

If you have done nothing wrong, you have nothing to worry about, expect maybe finding better friends.
