As per description, you cannot install any games from your Legion 5 Laptop even if games are downloaded. Let's try to work this together and sort it out to resolve the issue.

3. Have you tried relaunching the games app?

Firstly could I ask have you ever got Xbox game pass ultimate or similar offer for £1 before?

How it works is that if you have used one of these offers, you cannot claim any future offers as this is an ongoing deal given to new members to Xbox gamepass ultimate only.
