Account region doesn't matter in this situation. If someone purchases a game as a gift from the US store the system will send a US code to the receiver and he has to be in the US to redeem the code. I've helped a lot of gamers with this situation, I also
have gifted someone from the US store and both of us don't live there and our account region isn't matched!

Yeah they don't need to match for them to work. I used my wife's account in Ireland to gift her brother a game and he lives in Australia and it worked.
