i get notice enforcement received for 11day ago for somereason i don't know

Permanent bans are not issued lightly,usually if you have had several suspensions before or the offence was very severe.

I mean, this happens over 12 hours ago, and I'm still getting messages from Xbox telling me that about the notice if enforcement
