i dont have my game

i bought forza horizon 4 ultimate edition on the xbox store on october 1 2018 and about a month ago all of my DLCs stopped working. so i tried to uninstall and reinstall it and when i went to reinstall it it says that i do not own the game

Anything you own will show in your purchase history or show in the Xbox store as owned. You may want to see if you bought it on another account or if it's indeed linked to yours.

when i open my purchase history it says that i have purchased forza horizon 4 ultimate edition but when i try to go into the store it says i dont own the game

Did you try to re install the game from the store or from your ready to install games list on the console? If you were trying to install the game from the store it may not be exactly the same version of the game you originally purchased and that is why it
is asking you pay for the game.

Additionally you could try checking on your order history page link below to see if Forza Horizon 4 appears in the list, if the game does appear in this link select the game and on the next screen that appears it might give you the option to start installing
the game on your console from here.
