I can't view my player rep inside the xbox guide menu.

That feature was removed sort of I think.Your rep will only show up if you fall into "needs work" or "avoid me".

You can see your rep here on xbox.com by clicking on your gamertag at the top right or by logging in here

The star system is only to do with the 360 & doesn't really have any bearing on your rep anyway as it is completely broken.The stars would fill up faster if you got negative rep instead of the other way around.

The stars have nothing at all to do with your rep on the xbox one.

My console isn't in the xbox insider program and i followed every step in the view and download game content guide but i still can't find it.

there is noway to get it removed.it is part of the player review when they submit a player review on you then it goes to your reputation if you goto the view rep section when you you hit the guide button and goto the last blade on the guide button.the
rep can go up and down according to how other xbox live players see you.but in your case he was in the wrong but it is part of the game and that is how Civilization Revolution. is played.
