Someone else stated they had the same issue and was able to fix it by changing their their settings from "Others can communicate with voice, text, or invites." to "Everyone" on the https://account.xbox.com/Settings?rtc=1&wa=wsignin1.0&activetab=mainrivacytab and
then restarting the computer.

Otherwise, to receive a refund, you would need to submit a refund request or contact support and speak to billing again
about the ban on your account since it sounds like a billing issue and not an enforcement ban.

i am part of the ultimate pass

If, at a later date, I want to consider switching back to game pass ultimate service again after already activating up to 36 months of prepaid xbox live gold subscription cards, then the option to convert these 36 months of xbox live gold to game pass ultimate at a 1:1 monthly ratio conversion for a 2nd time all over again is still offered to me correct? the only difference this time around would be that I would have to pay $14.99 or whatever the current monthly game pass ultimate price rate is for one month to convert all prepaid live gold months at 1:1 ratio? since I can't qualify for the $1 per month ultimate promo price deal since I already used that 3 years prior?

I answered the first part of your post above, but as far as the conversion ratio, anytime you upgrade from regular Gold/Game Pass to Ultimate, you convert at a ratio of 1:1. It doesn't matter if it's your first time or not. All that matters is that you add the standard Gold/Game Pass before the Ultimate. The $1 price is only for new subscribers so you would have to pay the $14.99 unless there is a different promotion at that time.
