I Can't use the Halo 4 Mod tools

The "halo4_tag_test.exe",which inside the H4EK(Halo 4 Mod Tools),cannot start up.I have followed the README.txt and ran the H4EK (Extract).bat.When i run the halo4_tag_test.exe,it say that"
"-FATAL- failed to load scenario 'levels\ui\mainmenu\mainmenu'"

"-FATAL- MainGameLoadMap() failed for'levels\ui\mainmenu\mainmenu',cannot load game"

By the way,the Halo 2 Anniversary Mod Tools also have this problem

You can't name and shame on the forums. If you believe someone was modding, use the complaint tools via the console.

FYI -- You can't "name & shame" here on the forums.

If you feel a specific gamer is cheating/modding, then use the tools on your console to report said player.

As far as I can tell there are no modders or "Hackers" as you call them. 343i quickly took care of the headless spartans and banned the profiles of those using them. The kill cams are awful so I wouldn't pay any attention to them. More than likely you are
experiencing terrible lag. And as for rapid fire controllers, they don't work on Halo 4. All the weapons have set parameters at which the guns will fire, which can't be sped up. The only thing a modded controller will work for is holding down the trigger instead
of having to press it every time to fire. Unlike COD games where a rapid fire mod will actually increase firing speeds, it won't happen in Halo 4. I've tested it and tried it before, they just don't work on Halo 4, so if anyone is using one it is just wasting
their time in the game.
