I can't talk to my friend and a party it show block

Could you please let us know more about this issue, because there could be a variety of issues at play from settings not being set up properly, to as the other ambassedor mentioned that a ban could be in effect.

when you say you are blocked, have you had an enforcement action against your account or is there some other error message?

if it is enforcement then all I can suggest is for you to sign in at https://enforcement.xbox.com to see if you are eligible for a case review.

if it is a different error, please give some more details so we can work towards fixing the problem

That might help:

Go ahead and do a hard restart and power cycle. Hold down the
power button on the console for about 10 seconds until it shuts down and then remove the power cable from the Xbox and the power outlet for about 5 minutes. Then re-connect and turn on the Xbox.

So me and my friend played one day and I accidentally blocked comms with him I re did everything so we could talk again but now we can't join each other's party but we can if a another friend is in
