I have the same in France, I try to play GOW4 yesterday at 21h30 (french time) and it doen's worked. Not better now (08h30 - french time), always the same error code 0x87DD0004, when the xbox live status say everything is fine !!!

What can I do ???

Sorry to hear you're experiencing this issue. Let's have you first power cycle your console if you haven't already. The next step would be to reset your router/modem—you will need
to unplug the power cable for that, wait 15-20 seconds, then plug it back in.

this error is caused by a corrupt cache on the actual xbox, one,

hold the power button on your xbox until it shuts off then turn it back on and retry all should be good
