I'm sorry to hear about you not being able to set your console as the Home Xbox.

Do you know if you still have "yearly switches" left for the year or have you used them all up already?

I would first suggest soft factory resetting your console.

How to reset your console to factory defaults on Xbox One

When resetting the console be sure to go with the "KEEP MY GAMES AND APPS" option.

You will need to reconnect to your network, redownload your profile and get the latest update.

Afterwards, try to set your console as the home Xbox again and let us know how it works.

Thanks for the reply. In reference to your question, a Factory Reset - Keep Games & Apps will reset the Operating System and delete all potentially corrupted data without deleting your games or apps. This will save you from downloading
or reinstalling the large game files. Resetting your console to its factory defaults erases all accounts, saved games, settings, and home Xbox associations. Anything not synchronized with Xbox Live will be lost.
Your console syncs with Xbox Live automatically when it’s connected with the service, so if you've been offline for a while, you'll need to connect to Xbox Live before taking these steps.

Make sure you have the following because the console will remove the profiles from the Xbox console:

• Make sure there is a stable network connection.
  
• Make sure to know all log in information for profiles on the Xbox (email and passwords)
