Enforcement site as this is the only way to check and eventually raise a case review regarding your suspension.

Since you say the headset works on the laptop, can you check the following:

After making sure the microphone really works, plug it into the controller, and open up the messaging tab on the console.

Create a new message (since you don't actually send it, it doesn't matter to whom you write). Instead of writing the message, press the microphone button, and talk into the microphone.

Does the console pick up the microphone, and are you able to listen to the preview of your message?

If the microphone did not work, try a different controller, if possible.

Also, headsets with a 3.5 mm jack with those 3 rings on the plug have two standards, called OMTP and CTIA, where the microphone and ground contacts are reversed.

If the headset uses the OMTP standard, the controller is "listening" on the ground pin, and therefore the microphone won't work.

You can get a cheap OMTP to CTIA (or vice versa) adapter, that simply crosses these connectors.

Since only two connectors are exchanged, those adapter cables are usually dirt cheap, and you can get them online or in most phone stores. If you have to pay more than the price for a coffee to go for that cable, you're being ripped off.

Is it possible you accidentally pressed X while on a Party management screen?

That will mute you in this party.

Also try the following, to check if it's an issue with the microphone:

Create a new message to a friend (or any Gamertag, it doesn't matter as you don't really send a message).

Press the microphone icon to record a voice message.

Talk into your microphone, and when you have finished recording your message, listen to the message.

If that doesn't work, it's an issue with your microphone.

Has the microphone worked before? Or did you change headsets and microphones recently?

Before you check for networking issues, can you try the following:

Open up the messages tab on your console and compose a new message (since you don't send it, it doesn't matter to whom you send that message).

Instead of writing the message, press the microphone symbol and record a voice message.

Talk a few words, or goof off. Then finish the recording and listen to your message.

Did the microphone pick up your voice properly?

If yes, do the network checks that OK Fowl linked above.

If not, then it might be that your headset is not compatible with the Xbox controller. If you use a headset with 3.5mm plug and 3 rings on the plug, you should know that there are two standards for these plugs called OMTP and CTIA. Both standards have the
microphone and ground connectors switched.

So if you have a headset that works on iPhones, chances are, that it will not work on Xbox controllers. For that you would need to get a OMTP to CTIA cable (since these cables only switch two contacts, a CTIA to OMTP cable is exactly the same).

And because these cables only switch two wires, these adapter cables are dirt cheap. If you pay more than the equivalent of a coffee to go for such a cable you're being ripped off.
