I can't refund an unclaimed Xbox gift

As per Microsoft "If you’re getting a message that your code has already been redeemed, make sure that you didn’t already redeem the code yourself, possibly under a different gamertag or Microsoft account. If you're sure that this was not redeemed on your end, you will be needing to reach out to the retail store to get it replaced.

but can you confirm if the person is in a different region that gifting will not work?

Do you live un the same region as him if not that would be why
