I cant purchase anything on my Xbox One

So I tried buying the Forza 5 Car Pass and Minecraft for Xbox One but it wont let me get either of them. It tells me I have to change my settings to allow purchases but when I try to do that on the system it says "Your privacy settings are in effect, but
can't be changed until we connect to the service." And when I look at my settings on the computer it says that Im allowed to purchase anything free or paid. I had a similar issue on my 360 with Xbox video where I couldnt buy anything when I tried to get the
4th season of The Walking Dead and I ended up having to get it through Vudu on the Xbox but thats not an option with games. Im able to get apps though. Every time I contact support they always put me through the same steps and it never works. Im getting sick
of this and nobody seems to know what to do.

I cant purchase anything on my xbox anymore

My xbox wont let me purchase movies, DLC's or arcade games its really annoying. I have tried going to best buy and getting microsoft points on a card and redeming but it still wont work. Everytime I try to purchase points the same code pops up 80169D94.
I dont know what this means but i would like to know what i did wrong.

This is a known issue and the Dev team is working on the Fix, until then unfortunately you cannot make any change on your privacy and make purchases.

every little detail has to match exactly with what is on file at the bank in order to allow use, might need to try pre paid xbox cards if credit cards are not working

Did you make sure to check in all of the locations listed in the above post? There's multiple locations where your billing information can be filled and it must all match exactly the same.

I just wanted to add that I'm having the same problem. I've already checked my info, my proofs are already up to date, I have more than enough $ in my Microsoft acct (I really can't put this type of stuff on a credit card except
for my XBox Live subscription, and it's already up to date) for what I want to DL, which is an avatar item John Cena outfit, and it hits me with a message saying it can't be authorized. Something is way off here ebcause this problemIstarted for me as well
after ms pts were turned into local currency.
