this might mean that currently the licenses are not available on your console, these licenses allow you to play your games offline and others to play the games when you are not signed in.

Keep in mind that a license transfer on the 360 can only be done once every 3-4 months

Most of the time the stuff you download off the Xbox 360 market will not play offline. I know you can't play Arcade games or Indie games offline (that's why you can't play Minecraft offline), I haven't checked if Xbox Games on Demand work offline, but I
