    As long as the game and the DLC were purchased on the right account you should be able to claim it, which is why I would like you please to check your Microsoft account | Order history and make sure it was purchased under the same account you are logged into in your Pc. Make sure that you are logged into the same account that had the game and the DLC in both of the gaming app and the Microsoft store. Would also recommend refreshing your Pc by performing a quick boot following the steps mentioned here => How to perform a clean boot in Windows (microsoft.com).
