Microsoft sent me to this website and they said I've reached the limit of messages to friends and sent me to this website pls help

Actually, my brother has been banned 2 times, most recent was 8/29/2016

But why does that affect me?

Do you currently have an Xbox Live Gold account or are you sharing one with another user on your console? Generally that message is due to an enforcement action on your account, if you check enforcement.xbox.com do you see any active actions on your account
or the one that holds the Xbox Live Gold subscription?
