I can't make an xbox live account

That being said, I would like to ask why you can't create an account? For example, what's the error message or code you see when trying to create one.

Are you trying to create the account directly from an Xbox console? If so, could I know if you tried creating your account from your PC or mobile browser?

There is an outage on the Live servers at the moments that affects accounts and profiles.

You may need to wait until this is resolves. More details can be found here:

It's pretty annoying that you can't make an offline account at all, I liked how it worked on the Xbox 360 where you could make a local account and then have an option to convert it to an Xbox Live account at a later date.
