i cant install one of the campaign packs

i had no issues installing all the other packs for the game but for some reason campaign pack 1 wont install its says that it is installed on the Xbox store so i go to manage game and add ons and it says i can install it so i start downloading it and i
go onto the game it says its not downloading it i go on to the Xbox menu and it says its not downloading so i go back to the game add ons and it says i haven't started downloading it yet i have been trying to get it to download for 30 mins

I would unstall the game and game and redownload the game and the and download it again

That doesn't solve it. I did it.

I purchased the game and played multiplayer for several months. I went to play 4 days ago and its telling me to install multiplayer pack. Same thing happened w campaign. I uninstalled the entire game, reinstalled it and reinstalled the campaign and multiplayer
packs. Still telling me to install campaign and multiplayer packs. Cant get in touch w activision. Want to be able to play my game i paid $60 for or I want a refund

I have the campaign pack 2 but it says I can't install campaign pack 1

I have a similar issue. On the Game Installs page we can see 15 packs listed in this order:

Campaign Pack

Multiplayer Pack

Special Ops Pack

Campaign/Special Ops Compatability Pack

Multiplayer/Special Ops Compatability Pack

Data Pack 1

Data Pack 2

Campaign Pack 1

Campaign Pack 2

Multiplayer Pack

Multiplayer Pack 2

Multiplayer Pack 3

Special Ops Pack

Special Ops Pack 2

Survivial Pack

Of these we cannot install the ones in bold above. when we attempt to install them we get to a microsoft store screen for COD MW/the pack, which says it is "Not Currently Available"

Any ideas?
