i can't install apps

First of all, I apologize if my response might be off-topic, but probably due to automatic translation, your request is not entirely clear. However, it seems that you are having difficulty installing apps from the store. If so, I recommend that you first reset your store.

Reset the Microsoft Store:

Press Windows + R to open the Run dialog.
Type wsreset.exe and press Enter. This will reset the Microsoft Store cache.

Even though it might seem obvious, it's always best to ensure that our PC and all drivers are up to date.

Another solution I suggest is to repair the store
Go to Windows Settings, select "Apps," then "Apps & features," find Microsoft Store in the list, click the three dots next to the app name, and select "Advanced options." Here you will find options to repair or reset the app.

have you tried installing from the windows store directly.

Can you try to power cycle your console. Turn Off your console, and disconnect the power cable from it. Wait for 10 seconds. Then connect the power cable back , and turn on your Xbox. Try launching the game again.

xbox live is updated to have fixed the issue now. As of 6th february, however if you still experiencing this issue you can

1. go to network settings
2. advanced network
3. DNS settings
4. Change Primary DNS to 8.8.8.8
5. and secondary DNS to 8.8.4.4

this should allow your installs to work and you may want to do a hard reset or check for updates to see if that helps too.
