Hey there Idanstaa!

From what you've posted, it sounds like the date of birth on your Xbox Live account is under the age of 18. Unfortunately, there is no way to change that date and the only way to promote and account to over the age of 18 is to reach the 18th birthday automatically.
If you have access to an Xbox 360 console, your parent account can try to make the purchase however this is not a guarantee that it will work.

Well, given that you were trying to change sensitive information, it is a good idea to notify him of this verification procedure. It would be a good idea to enter the verification code, because if he tries to change some setting, this would stop him from changing it.
