I can't download the Game with Gold of Xbox 360

I would like to download the Game with Gold of Xbox 360, but I just can't complete it. Because your system always shows the same message "Sorry! Your purchase cannot be completed at this time. Please try again." either the Taiwan's download page or the US's
download page. I have changed the region from Taiwan to US few weeks ago. I don't know it's the reason to cause this issue.

I can download Xbox one games with "Games with Gold" but i can't download 360 Game.

I have a problem with the games with gold. I can download the Xbox One games on my Xbox One but whenever I try to download the free Xbox 360 games, it says buy for free and when i press it, it goes to a blue screen. Same with the Internet Explorer, it just
says go to the Xbox store and download it, which I obviously can't do.. I do not have a Xbox 360 in order to download the free Xbox 360 games with games with gold, so it can automatically pop up in my Install on the Xbox One. So my question is, "How do I download
the free Xbox 360 games without an Xbox 360?"

 

Are you actually in the US? Some 360 games are region locked so in order to download them, your account region has to match your physical location and you have to be in a region where the games are available
