i can't download or cancel any games on xbox app on pc

First, check for Windows updates and get all available updates from the Microsoft Store.

Try to repair and reset your Xbox app and the Microsoft Store.

Clear your Store cache: Press the Windows Logo Key + R to open the Run dialog box, type wsreset.exe, and then select OK

If the steps above don't work, let's reinstall the Gaming Services app on your Windows 10/11 device:
Select the Search icon on the taskbar, type powershell, right-click on Windows PowerShell, and then select Run as administrator.

In Windows PowerShell, type the following command and press Enter:

get-appxpackage Microsoft.GamingServices | remove-AppxPackage -allusers

In the same window, type the following command and press Enter:

start ms-windows-store://pdp/?productid=9MWPM2CQNLHN

Install the app on that page and select Yes when you receive the User Account Control (UAC) prompt.
Restart your device and try to install the game again.

this has still not resolved my issue. I followed your steps and the download still says 0b/s. It still can't be paused or cancelled and I can't launch any games through the xbox app because of it. Is there anything else I could do to try and solve my issue?

Everything is up to date, issue remains the same. Game will not download, will not be cancelled, will not allow other games to be downloaded, and will not allow its folder to be deleted and the xbox app does not allow me to change the drive in which games are installed. Effectively gamepass is unusable because of this since I have can't download any games and currently have none installed.

You may check it on the Xbox app or through your PC Settings > Apps section and find the game there to manually remove it.

The error is solved by reinstalling windows but I have a very bad experience with Xbox app most of time the app enters infinite loop of loading when trying to open it, the app really is very bad and I can't take the benefits of my subscription.
