I can't download games on my harddrive from the xbox app and i don't have space anywhere else.

I have the exact same issue. I bought a harddrive for a 4GB console and the Xbox resets whenever my 250GB harddrive has around 158 GB left. It is independent of whether I'm trying to install a game or download content from Xbox Live. I cleared the cache
and even formatted the harddrive (and lost my Xbox 1 gamesaves in the process), but the issue still persists.

I don't know if the harddrive is just defective or if there's a problem with my console. I just can't use over half the HDD's storage space or the console will reset if I try.

Is there anything I can do that wouldn't take replacing the harddrive?

Not me, don't have enough space on my harddrive to fit any games on it. Also Bungie said it hinders the performance of the game. Can't remember if it is better to install the Halo 3 multiplayer disk though. I know Halo 3: ODST it is better to install
on harddrive.

Microsoft wants us to buy the newer console. I have the same problem you do. As soon as I bought the add-on for Super Street fighter, my 20gig harddrive was getting full. I have a few game demos, but they really don't take up that much space. I can't move
the add-on to the usb drive. I no longer have the space to buy any more content. I don't have the space for buying the full versions of the demos I have.

The other obvious issue is that Microsoft is not pumping out more large harddrives for the original Xbox 360. The harddrives that are not official products may not work properly. Why are they hurting customers with obvious limitations to just get us to buy
new consoles? I am not happy about this.

With the latest dashboard update you should have Edge browser installed on the Xbox 360. You don't install Internet explorer or Edge, they come preinstalled and they can't be uninstalled. Please look for it in the apps list.

Dashboard update is not listed anywhere in the APPS nor anywhere else I looked. When I found Internet Explorer, the only option available is to re download E3.
