I cant download any backwards combatable games on xbox one

every time I click download game I get a message saying I cant do this on xbox.com I need to download it on xbox when I'm already on my xbox one

You can try to go to your Microsoft Edge app on your Xbox One and going to the store from there and sending the download to your xbox, you should then be able to go to your games and apps and see it under ready to install in the games section, if this doesn't
work you can try to uninstall/reinstall your profile and clear the MAC address on your xbox one and then trying to find it again, you can do this by going to your settings > network settings > advanced settings > alternate MAC address > clear, it'll restart
your xbox one but that's normal go ahead and let it, then try to download the content again.

Are you trying to purchase the game which is backward compatible or do you already have the license? If it's the former, you'll need to purchase the games first on the website using a credit card/paypal then it'll be good to be downloaded on your Xbox One.
If it's the latter, you may want to go to Settings > All Settings > System > Storage > Clear Local Xbox 360 Storage then turn off your console for 2-3 minutes while it's unplugged from the power outlet.

For m rated games you must use an xbox 360 because you have a child account

Or just have a parental account download the content for you

They must have thier own gold

The only way to solve it is to use a 360 or have a parental account make the purchase
