In this type of case, it can take 24 to 48 hours to update your picture. Each time you retry this process it is restarted. I recommend you wait until this time period expires to see if your picture was updated correctly.

I read somewhere that someone changed their profile to a custom pic during the COVID-19 events. However I'm not certain about whether that was true.

You can change your profile pic as long as it is a default option in the profile pic list. You just can't create a custom profile pic because they need to be approved before the change takes place. While there is an increase in demand on other issues,
they are disabling the custom gamer pic ability temporarily to handle those issues.
