Try calling support
support.xbox.com/.../contact-us . It sounds like you don't have quite enough for the gamertag change because of the tax. If that's the case you will need to add more currency.

 

Try again...... It's possible the name is taken. That error code means funds are not availible.... try a different payment option or as stated above contact phone support. GOOD LUCK!!!

Error 8013AB07 occurs when you try to make a purchase

Problem

You see the following error message when you try to make a purchase:

There aren’t enough funds in your account, possibly because of estimated tax. Add funds to your Microsoft account or use a different payment option.

Status code: 8013AB07

This means that you have insufficient funds in your Microsoft account to complete the purchase.

Solution

To resolve this problem, you’ll either need to add more funds to your account with an Xbox gift card, or add a new payment instrument such as a credit card to your account. If you wish, you can split the payment between your credit card and your remaining
balance in your account.

My gamer tag can't be changed because when I go to change it it says can access this try again later and I dropped my Xbox 1 year ago and when I do so ething off the dash board eg: going on games editing avatars and trying to change gamer tag I sing out

Have you tried changing your name through the website, or just through the console? To do it through the website go to Profile > My Profile > Change Gamertag
