I can't change my country/region in billing options.

I live in Sweden but for some reason my billing profile says i'm from the United Kingdom and it's impossible to change it. Even tho on my Xbox profile, Xbox 360, Xbox one and Microsoft account it says that i'm from Sweden but on
my billing options i'm from the UK. The reason why this is a problem is because I can't claim Xbox 360 gold games or add payment options on my Xbox 360 without a billing adress that's set in the country I live in, so
since I can't change it i'm stuck. I've tried everything and it's impossible so if there is some secret way to fix this that anyone know of please help or i'll need Microsoft to come for a rescue.

Also if I wasn't clear enough above or if you have any questions to help me find an answer please comment on that to.

Conditions that can prevent you from changing your country/region

If you’re prevented from changing the country/region for your Xbox, it may be for one of the reasons below:

You changed country/regions within the last three months.
Your account is currently suspended (for example, the credit card on one of your subscriptions has expired).
You are a minor (as defined by applicable law) in your current country/region and will not be a minor in the region you’re moving to.
You are not a minor (as defined by applicable law) in your current country/region but will be considered a minor in the country/region you’re moving to.
You have a balance due on your Xbox subscription.

Follow these steps to update your settings to your new country/region, and then restart your Xbox One console. When you make your first purchase in the new locale, you'll be prompted to update your billing information.

Sign in to your Xbox One console.
Press the Xbox button to open the guide.
Select Settings.
Select System.
Select Language & location.
Select your new location from the list, and then select Restart now

When you set up the account on a desktop are you positive it was set to the proper region? Sometimes the desktop site defaults to it's own set region. I've had to click the tint globe icon at the bottom of the page a few times when trying to make changes
or get something.

yep billing I changed it already but I can't change the country because of the region.
