If there are billing issues with a specific credit card you are trying to use, I'd recommend removing that payment option from your Microsoft account on https://account.microsoft.com/billing/payments.
Remove the credit card entirely and then re-add the card with the correct numbers and the correct billing address.

If the issue continues, then try to use another credit card or valid payment option.

Let us know if removing and re-adding the credit card from the Microsoft account helps.

I'm sorry to hear that you still cannot make that purchase even after re-adding the credit card completely. As previously suggested by our Xbox Ambassador, the next step would be to contact Xbox Customer Support to help look into your account and find out
what could be going wrong with the purchase:

1. Contact us here
2. Select Xbox One
3. Select See other options
4. Select Payment & billing under Account management
5. Select show contact options and go to step 4
6. Select Request a call from Support if available within hours of operation or there should be a number for you to call and hours of operation for your region
