Cant get avatar items on the xbox

I am trying to buy an avatar item but it says I cant get it on xbox.com and to buy it on my xbox but I am trying to buy it on my xbox. Please help

 

Cant buy free avatar items.

Whenever i try and get a free avatar item in the avatar store it says that i am unable to make this purchase and that i should do it on my xbox. I have looked into my account restrictions and i have all privileges. I cant do this on the store on the browser
becuase ot says the same thing. I dont know what to do.
