I can't add accounts on my Xbox One after resetting it

I couldn't sign into one of my accounts so I reset my Xbox One while keeping my games, but after resetting it, power cycling it and restarting it, I couldn't add accounts. It would just show a grey screen with a white circle on it then would just go away.
It happens everytime I try.

It worked after I waited for a week or so, I'm not sure how it started or how it was even fixed, but it is fixed now.

I was forced to install the 5047 build, and since then I can't use my Xbox One. Tried to login, but that only gave me a white screen... Performed a reset and now I can't add any accounts...

Thanks. An update. After reconnecting to the Wi-Fi I managed to get to the screen where it allowed me to input my email address and password it loaded for a long time but now it seems to be working. I don't know what changed but thank you for helping

I can't see the picture though but since you've tried doing a factory reset, You can also try doing an offline system update by downloading the OSU File here.

Once you download the Offline System Update File onto your PC, you can see it as a a zip file so you'll have to unzip onto a USB that's at least 8GB and formatted to NTFS. Once it's all downloaded plug the USB into your Xbox, the offline system update will be enabled.

The same exact thing happened to me though but it works after connecting it to a mobile hotspot. Make sure you have enough mobile data too.
