Yes that is the issue, I’m stuck with my region in the USA for some reason and I can’t change it to my actual address in the UK even though my microsoft account reigon and my billing address are all correct. Is this issue solvable, or can I just not purchase stuff for some unknown reason?

It all is the correct information. It would be nice if such a big corporation could take my security serious enough to have an actual living and coherent representative to talk to. I’d happily send over a picture of my drivers license or whatever else. I understand security is serious but what’s the point if the actually owner of the account can’t access it even after presenting all information required. I have thousands of dollars invested on that account and I’ll be leaving Xbox all together for sony here soon if they can’t make this right.
