I cannot buy the destiny 2 final shape annual pass upgrade

I cannot purchase the final shape annual pass upgrade on the Xbox store on console or the Xbox app, it states: "not sold separately" on the upgrade page. I own the pre-order standard edition of the final shape currently, and that should allow me to upgrade to deluxe. I have not bought neither of the episodes or the dungeon pass. This does not make sense because the upgrade is clearly available and purchasable on steam.

It means that the game developer has made the upgrade be in a bundle.

A friendly reminder, when it comes to game or DLC's availability the only Department that has access to this are the game developer.
