I cannot buy games in the Xbox Store

When I try to buy games in the Microsoft Store I'm receiving the following message:

I cannot buy in the store

I cannot process a purchase on the store, my NAT is open. Cannot do It on the console, app or pc. I can Download free stuff but nothing that requires a payment. Im not able even to select form of payment ot just goes unresponsive and then an error about
the Internet connection

purchasing errors can be caused by issues on the account itself. Be sure to check if your billing information is correct at
http://account.microsoft.com and also check

http://account.microsoft.com/services for any outstanding amount issues, these need to be sorted prior to being able to purchase content.

After that try to purchase the content on both xbox console and via xbox.com

Also check that the Xbox Live account , the console and your location all match region wise, using different regions for any of them cause issues too.

I also advise to try this again via a different browser but also to wait a couple of hours.

If you can't find anything wrong and it is still not working after 12 hours, best thing to do is to contact official Xbox Support via Phone or Microsoft Support Chat at
Contact Us | Xbox Support they can do a more in-depth look into this issue.

Do you live in an xbox live region ?

If not that woukd be why

But I don't have a xbox 360. I'm trying to buy in the xbox one or the microsoft store.

Today I bought a dlc for a xbox one without any problem. It only happens with games with retro compatible games.

Thank you for the answer. BTW this is not related to the outage. It could be related to a lack of payment option in my 360 account. But I cannot do it because I don't have a Xbox 360.

There are two main reasons to why there may be difficulties purchasing Xbox 360 Backwards compatible content for your Xbox One.

1) If you're trying to purchase the content with your Microsoft Account Credit it would only allow you to do so from an Xbox 360.

2) If the account is a 'Child' account it would also block certain 360 content purchases to process out.

Tried: Samsung Browser, Android Xbox app, Google Chrome, Firefox, Xbox Store, Edge in Xbox, some of them with and without private mode.

No luck.
