OK so this is the issue.

Yes you can only use Microsoft/Xbox account currency to purchase backwards compatible games on the 360 console itself.

Your issue is this the license being taken away for a game that was refunded is only for Xbox One games not the 360 games.

Their is no way to take the license away for a 360 game even with a refund. This is why it still shows that you own the game

The slowdown and stoppage of your download had nothing to do with Licensing.

I am actually surprised that you even got a refund Normal policy is that there is no refunds for 360 games.

Usually when a refund is given, the item also get's returned and the license get's revoked so the account no longer owns the rights to the digital item.

And that is correct that you can only use your account balance for Xbox 360 backwards compatible games on an Xbox 360 console. You cannot do so online or from the Xbox One.

I would give it 24 hours as the license may still be active on the account since it says you own it

I have no experience with pening payments, but maybe it will be declined after some time and that you must provide a different payment method.

Is it possible to cancel the pending payment ? if so, you can cancel it and order a new subscription on the new card.
