I can not buy sega games among others in Brazil

Unfortunately if a game isn't available in your region then it's usually down to a licensing which would be down to your local goverment's laws.

Changing your location/region to download any content that is not available in your region is a violation of the ToU/CoC.

If a game isn't available then there's nothing you can do.
