I have the same problem and many others too. So its not a local issue.

Strict NAT (Network Address Translation) can affect your connection to the Xbox Live network in some ways. For example, it can limit the number of players you can join or host in online multiplayer games, or prevent you from using voice chat with other players.

Strict NAT: You're only able to play multiplayer games with people who have an OPEN NAT type. You can't be chosen as the host of a match.
