I can hear one of my friends on Xbox Party but he can't hear me

My other friend can hear and talk to both of us just fine in the party but i can't hear my friend and he can't hear me

Yeah thats not the issue. We find out something else which is that when joining on the xbox app on mobile he still cannot hear me, and I signed into a different account and joined through there and he still couldn't hear me

Given it's an Xbox, this sounds supsiciously like he has accidentally muted you...when in a party, he needs to goto to the party list, click on your name and double check that the mute item isn't selected and also that the slider is not all the way to the left (having said all that, I am not sure if the party chat mute function persists after leaving the party and then entering a new one...I suspect not but worth checking anyway)

I would also get them to check they haven't accidentally selected "mute" from your main profile

"Press the Xbox button  on your controller to open the guide.

1. Select People, and then select the gamertag of the player whom you want to mute.
   
2. From the player’s profile, select Unmute"
   

If that doesn't work, then I am not sure

Sounds like there could be a NAT issue here, please try the steps on
this guide to ensure your NAT as well as your friend's is Open and see if that helps.
