I forgot to add that my NAT type has been OPEN and my friend as well has been OPEN.

I can not add a friend to friends

For a friend to be a friend on Xbox 360, your friend has to friend you back.

If only you are the person befriending him, you become a "follower". Only if your friend adds you to their friend list on the Xbox One as well, you become friends.

Unfortunately, you cannot add people as friends on Xbox Live who are playing on different platforms such as Playstation.

Just to add, on the Xbox 360 there is also a friends list limit of 100. Once that is reached you don't see new requests on the account either.

The Switch and Xbox have different types of friend's lists, so you won't be able to add his Nintendo account on Xbox and vice versa. If he has a Microsoft account for games like Minecraft, then he should have a gamertag associated with that and you can add that.
